Atlanta Supportive Housing Ordinance
On Thursday, March 26th 2009, the Zoning Review Board voted to approve the Supportive Housing Ordinance (Z-08-48). (Watch the video of the meeting.)
The proponents have used vague and poorly written language in the proposed legislation that could be easily exploited and manipulated. They wish to dissolve the current legislation that requires a Special Use Permit to operate supportive housing, but due to no clear oversight the applicants could in fact find ways to operate with what is currently deemed a special use.
Additionally, in place of the Special Use Permit they have proposed a certification process that will go through the Mayor's office. This means the applicants will no longer be required to appear before the Neighborhood Planning Unit or require a vote - essentially silencing the direct voice of the residents of the City.
If the proponents do not wish to get a Special Use Permit they should not under any circumstances be allowed any special uses. It is critical that the legislation be rewritten and clarified before coming to a vote to consider the concerns of the residents of Atlanta and the needs of supportive housing recipients.
